National Assessment and Accreditation Council (NAAC) is an autonomous body established by the University Grants Commission (UGC) of India to assess and accredit institutions of higher education in the country. Establishment and Purpose of NAAC
NAAC was established in 1994 as an outcome of the National Policy on Education (NPE) 1986, which emphasized the need for quality education in the country. The council was set up with the aim of ensuring that higher education institutions in India adhere to the quality standards set by the UGC. NAAC was tasked with the responsibility of evaluating and accrediting institutions of higher education in India, based on a set of predetermined parameters.

NAAC Accreditation Process
The accreditation process of NAAC involves a comprehensive evaluation of an institution based on a set of criteria and benchmarks. The council assesses the institution’s performance in areas such as curriculum design, faculty quality, research output, infrastructure, and student services. NAAC uses a four-tier grading system (A++, A+, A, and B) to rate the institutions, with A++ being the highest grade.
The NAAC accreditation process is voluntary and open to all institutions of higher education in India, including universities, colleges, and autonomous institutions. Institutions seeking accreditation must first register with NAAC and provide relevant information about their organization, programs, and infrastructure. After registration, a peer team from NAAC visits the institution to conduct an on-site evaluation. The team then submits a report to NAAC, which is reviewed by the council’s accreditation committee. Based on the committee’s evaluation, the institution is assigned a grade.

The Significance of NAAC Accreditation
The NAAC accreditation process is significant for institutions of higher education in India as it serves as a benchmark for quality education. Institutions that receive high grades from NAAC are recognized as providing quality education and are preferred by students and employers. NAAC accreditation also helps institutions to identify areas for improvement and develop strategies to enhance the quality of education they offer.

The Council’s Recent Criticism
Recently, NAAC came under criticism from the Comptroller and Auditor General of India (CAG) for its assessment processes. The CAG found “glaring discrepancies” in NAAC’s assessment process, citing examples where institutions were awarded arbitrary grade points. The CAG also noted that some institutions were given high points for aspects about which they were silent in their report submissions.
In response, NAAC issued a note stating that its assessment was “done transparently and professionally” and that its processes were “robust, transparent, ICT-driven, and automated.” The council also stated that it would take the CAG’s observations into consideration and improve its assessment processes.

The Comptroller and Auditor General of India is the supreme audit institution of India, established under Article 148 of the Constitution of India. They are empowered to audit all receipts and expenditure of the Government of India and the State Governments, including those of autonomous bodies and corporations substantially financed by the Government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the Government has an equity share of at least 51 percent or subsidiary companies of existing government companies. The CAG is also the statutory auditor of the Lokpal.
